I have the honour to refer to Mr. N.L.Smith's

confidential despatch of 1st August, 1940, with which was

enclosed a copy of a Government Notification prohibiting,

except under licence from the Controller of Trade, the

movement in the Colony of all descriptions of merchandise

the export of which to China is prohibited under the

recent agreement between His Majesty's Government and the

Japanese Government.

The Superintendent of Imports and Exports,

who is the Controller of Trade, will be primarily responsible

for implementing the terms of the agreement between the two

Governments so far as this Colony is concerned, but he will

of course receive all possible assistance from the Police

Force both on shore and afloat. This will involve a

redistribution of the staff of Revenue Officers along the

frontier between British and Chinese territory and at other

places in the New Territories from which smuggling of goods

into China by sea is possible. It will also involve some

augmentation of that staff. It is proposed to recruit two and possibly four temporary European Revenue Officers at a salary of $350 per mensem, plus $50 house allowance if no

free quarters are available, and eighteen temporary Chinese
